I’ve always thought that the definition of a truly film-friendly city is not just whether it has incentives, or locations, or skilled crew, but how deeply the very idea of communication by film is rooted in the city’s consciousness. Is filmic communication taught in high schools, does the public have multiple opportunities to participate in film-going, via festivals and special screenings, and does government use film to communicate its messages?

I think these are all inherent characteristics of a “film-friendly future.” And it’s always seemed to me that by meeting their own needs, government has an incredibly easy way to start. And when I come across something like the Charlotte Video Project – which used the Democratic National Convention as an opportunity to showcase the city’s cultural scene – I am truly inspired.
